The outline of development of Guangzhou in the following five to ten years was unveiled on July 3th at the fifth session of the 9th Standing Committee of Guangzhou Municipal Committee of the CPC, when decisions on pushing forward scientific development and urban management of Guangzhou (below referred to as Decisions) was approved.

    The Decisions consisting of 51 articles in 12 chapters put forward not only the major goals and the outline of future development but also strategies and work concerning modern industrial structure, individual innovative initiative, international competitive edge, urban construction, structural reforms, autonomous expansion, cultural issues, socialism and Party issues, of which some suggestions concerning information industry, industrial structural adjustment, and "garden city" construction were for the first time, recognized as part of the overall development strategy of Guangzhou.

    Besides, the Decisions described a procedure of development for Guangzhou, that is: firstly, to enhance the status of Guangzhou in the Pearl River Delta, Guangdong Province and the region covering Hong Kong and Macau; secondly, to develop Guangzhou into China's leading city in the service industry; thirdly, to robustly develop modern logistics industry that would spread over entire southeast Asia and Asia-Pacific region, convention and exhibition industry, IT industry, outsourcing industry and advanced manufacturing industry, turning Guangzhou into a prominent city in Asia; finally, to elevate Guangzhou to the status of one of the world's leading cities.
